Fans of Cliff, whose career dates back to the 1950's and is known for hits such as "Move It," "The Young Ones," and "Living Doll", can order copies of Love ... The Album through his Web site ahead of its November 12 release.
The price is initially pegged at 7.99 pounds ($16.50) but will go down the more people buy the album and could end up selling for as little as £3.99.
Customers will not be billed for the album until its release date, when the final price will be set.
The sales model is slightly different to Radiohead, who let fans choose what they wanted to pay for their album In Rainbows, which was released this month.
British band the Charlatans also announced this month that they would be giving away their next album for free over the Internet.
The band's manager Alan McGee said he thought that few people bought compact discs anymore, mostly finding music on the Internet for free.
"I came to the conclusion, 'Why don't we just give it away for nothing?'" he added.
