"Cyber-hacking is a global issue, and China is a frequent victim of hacking," Chinese foreign ministry spokeswoman Jiang Yu told a regular press conference, but stopped short of giving specifics.
"China's government has, all along, been opposed to to cyber-crimes, and we have strict laws and regulations."
International press reports in recent weeks have cited unnamed officials in the United States, Germany, and Britain accusing China's military of being involved in cyber-attacks on government Web sites in their countries.
In the latest incident, French secretary-general of national defense Francis Delon said Saturday that government information systems in France had been infiltrated in attacks "involving China."
However, he did not directly implicate the Chinese military or government.
"We have proof that there is involvement with China. But I am prudent. When I say China, this does not mean the Chinese government. We don't have any indication, now, that it was done by the Chinese People's Liberation Army."
China has consistently denied the nation's army was involved in international computer espionage.
"Saying that the Chinese military has made cyber-attacks on the networks of foreign governments is groundless and irresponsible, and is a result of ulterior motives," Jiang said last week.
