It is essential for the Iraqis to be able to negotiate with lawmen, military men, intelligence and security officials from the American side who are keen to pass the agreement, the independent Addustour newspaper said Tuesday.
What is important to the Iraqi delegation negotiating with the United States
The Iraqi government decided to change its negotiation team to broker a long-term security agreement with U.S. officials.
The Iraqi negotiating team must present the best officials in political fields and national, regional and international relationships. These officials are not to be replaced because they are the most essential elements to signing the agreement.
Many of the articles of the agreement need close scrutiny, especially when it comes to disputes over one or more articles. There is a need for specialists in the language used to interpret the terms of disputes, the paper said.
The Iraqis have changed their negotiating team, which is a legitimate right. Yet, for the public, it is not clear if negotiations on the articles of the agreement were fully decided or if it was a general disagreement that led to the committee change.
If it related to the sovereignty of Iraq and dealing with the amnesty given to the foreign forces, there are no complaints on the change of the delegation for negotiations.
There is a fear that the change of the Iraqi delegation is an attempt by the Iraqi government to pass the measure. The fear is that the change is due to political reasons. As disagreements over some articles in the draft of the agreement persist, the Iraqi government might have decided to bring in people who could drive the negotiations forward.

Many Iraqi newspapers discussed foreign companies and their visits to Iraq. The aim of the visits was to explore possibilities of signing contracts for reconstruction in Iraq.
Recently, German businessmen and owners of reconstruction companies were part of a broader commercial visit to Iraq, the independent Kul al-Iraq newspaper said.
The German companies in Iraq
German and other companies have responded to Iraq's invitation to international companies to take part in the reconstruction of Iraq.
These companies are in Iraq and waiting to sign contracts to start the reconstruction projects. Iraqis must take advantage of this chance by working with their peers from the international companies or avoid interfering in the reconstruction goals of rebuilding the "new Iraq."
The Iraqi authorities must take advantage of the global experiences the international companies brought to Iraq. If applied, international experience would at a minimum help the people of Iraq eliminate many of the bureaucratic impediments hampering the contracts.
The Iraqi side for now should sign the contracts with German companies and then wait for other companies to present their bids. Due to the need for many reconstruction projects, Iraq has a capacity to bring countless other international companies to the region.

National reconciliation in Iraq represents the political text used to reach a mutual and real understanding of most problems any country faces. It is the most suitable way to solve the problems of Iraq, as a country recovering from a dictatorship has little chance of agreement by consensus.

The political council for the national security and its objective necessity
The experience of the new Iraq is characterized by contrasting points of view even between members of the same political bloc. Such character impacts the balanced line of understanding required to bring success to the political process in Iraq.
On the other hand, the average Iraqis deal with the discussions and disagreements among politicians who raise their voices as a way to fill political emptiness.
There is a need for participation in decision making, especially in terms of national security. The terrorist attacks resulted in an almost complete collapse of the Iraqi dream in building a new life. To bring life back to normal, disputes have to decrease, as does the number of Iraqi negotiators on some matters.
When Iraq was declared a democratic country and abandoned sectarian and ethnic divisions, the political council for national security was established.
The political council consists of the presidency council, council of the prime minister, the head of the Parliament and its members, the president of the judiciary council, the president of Kurdistan and representatives of the political blocs of the Parliament.
This way, as there are fewer people to make decisions, it is easier to negotiate and reach agreements over issues that could delay the process of accomplishing the new Iraq.
