More than 19 months after the fall of the Taliban, most Afghans still "live in fear" under the rule of local warlords, Amnesty International secretary-general Irene Khan said.

"The people of Afghanistan were promised security, development and human rights for all. But with the International Security Assistance Force confined to Kabul, the real power is back in the hands of feudal power holders and regional commanders," said Khan. ANTI-WAR MOVEMENT TARGETS US ABUSES IN IRAQ

The global anti-war movement announced it had established a center in Baghdad to monitor abuses by the US-led coalition forces occupying Iraq. The International Occupation Watch Center will investigate and report on abuses such as "illegal detentions, the dismissal of more than 100,000 employees, improper searches, illegal seizures of properties", according to Ted Lewis of non-governmental organization Global Exchange. US FORCES SEIZE TWO MORE ON 'MOST WANTED' LIST

US-led forces held two more Iraqis on Washington's most wanted list after one former leader surrendered and another was captured, the US Central Command said. US-led forces captured Mahmoud Dhiyab Al Ahmad, SADDAM HUSSEIN'S former interior minister, and in a separate incident, Mizban Khadr Al Hadi, a high-ranking member of the Baath Party and Revolutionary Command Council, turned himself in in Baghdad. TWO BRITONS DROWN IN CYPRUS

A British couple on holiday drowned off the southwest coast of Cyprus after their rubber dinghy capsized, orphaning two children. Peter Rainey, 49, his wife Alison, 41 and their son Callum, 9, were in the boat when it capsized off Paphos. Originally, the wife and son had taken the dinghy out to sea but when it capsized Peter swam out, put the two back on board and joined them in efforts to return to shore. Despite the husband's heroic attempt, the dinghy overturned again and the couple drowned only 100 meters from the shore, while their son survived the ordeal. GERMAN JEWISH LEADER QUITS OVER DRUGS POSSESSION

A prominent Jewish leader said on Tuesday he was resigning as vice-president of Germany's Jewish community and would accept a fine for drugs possession. Michel Friedman, host of a popular television show, broke a month of silence on the case, which dominated the headlines and prompted allegations of anti-Semitism against prosecutors and the media. HUNDREDS SPEND NIGHT IN OPEN AFTER RUMORS OF TURKISH QUAKE

Hundreds of residents of Istanbul and nearby towns spent the night in the open because of rumors of an impending earthquake. The seismological institute was inundated with calls from residents, but said there was no sign of unusual seismic activity. People set up tents outside their apartment blocks, in parks and on beaches. According to the UN's urban agency Habitat, a destructive earthquake occurs in Turkey every 18 months or less.
